Is there any special meaning to it, or was it merely a cool design concept?
It reminded me of Mr. Townsend's head, complete with a balding cranium and the flowing hair/dreds.

Look at the album cover very carefully. It's the front of the machine. Took me awhile to get.

That's how I always saw it. It's a person's head (presumably Devin's) with the back exposed to show a machine. The symbol on the front always reminded me of a diving mask or gas mask.
